Pearland Receives Highest Public Protection Classification Rating
On April 25, The Texas Department of Insurance presented City Council with an ISO Class 1 rating for the City of Pearland.
The ISO Class 1 rating represents a superior number of resources dedicated to fire protection and is the highest Public Protection Classification (PPC) attainable. The new ISO Class 1 rating places Pearland in the top 1 percent of all communities in the nation that have been issued an ISO grade in the PPC program.
The rating reflects the rapid improvements and significant investment in infrastructure, facilities, water supply and reliability, communications dispatch and overall fire protection services.
“A Class 1 means that we are meeting the highest standards for the integrated components needed to protect Pearland from fires,” said Fire Chief Vance Riley.

On April 25, 2022, The Texas Department of Insurance presented City Council with an ISO Class 1 rating for the City of Pearland. The ISO Class 1 rating represents a superior number of resources dedicated to fire protection and is the highest Public Protection Classification (PPC) attainable. The new ISO Class 1 rating places Pearland in the top 1 percent of all communities in the nation that have been issued an ISO grade in the PPC program.
Previously, the City was rated at Class 2, when the last ISO survey was conducted in 2015. In less than 15 years, the City has moved from an ISO Class 3 to an ISO Class 1, reflecting rapid improvements and significant investment in infrastructure, facilities, water supply and reliability, communications dispatch and overall fire protection services.
“A Class 1 means that we are meeting the highest standards for the integrated components needed to protect Pearland from fires,” said Fire Chief Vance Riley. “In addition, it provides opportunity for lower fire insurance premiums and aids our city in competition for economic development.”
Communities whose ISO Class improves may get lower insurance rates, and fire departments receive a valuable benchmark when planning, budgeting, and justifying fire protection improvements.
According to the ISO, a community’s grade depends on needed fire flows, emergency communications, water supply and the fire department’s equipment, staffing, training, station distributions, operations, and risk reduction efforts.
“Achieving this rating requires a strong team effort across multiple city departments, direction from the City Manager with long term planning and supporting policy by City Council,” Chief Riley said. “And we appreciate the study funded by Pearland Economic Development Corporation which lead to the information that we were eligible for this Class and could expedite our request to be surveyed by the ISO.”
