Good question. I'm not sure but it sounds fun. All I know is that it is Hosted by Pearland ISD's Bilingual/ESL Department.

I do ASL. American Sign Language was not considered to be a foreign language until the late 1990's. Now it satisfies foreign language requirements in college. And it is considered a second language, so ppl that sign, are bi-lingual.

In Canada there's been a huge push for decades for bilingual teachers (English and French). I had a friend apply, they were shocked when his second language was Irish. They had to change the job description to specify which two languages they were looking for.
