Roads, Water, and Safety: Pearland's Plan Through 2031 Pearland City Council approved a five-year capital improvement plan at its meeting on September 14. The plan covers 2026 through 2031 and includes money for drainage, streets, and city facilities. Next year's projects (2026-27) are already part of the city's budget. Projects planned for the following four years are not funded yet, but their costs will help the city plan future budgets. The plan covers six areas: drainage, facilities, parks, streets, wastewater, and water. City leaders built the plan using Pearland's master plans, department requests, and council goals. Three big projects stand out. The city will widen Mykawa Road for about $62.2 million, finishing in early 2030. It will also rebuild and expand the Barry Rose Water Reclamation Facility for $229 million, with a 2028 completion date. A new Public Safety Training Complex will cost close to $64 million, with construction starting in late 2027 and wrapping up in September 2030. Once the city finishes approving its 2026-27 budget this month, it will start looking for ways to pay for these projects. City officials expect to formally borrow money for the plan in fall 2027.
