As Assistant City Manager, Victor will oversee a range of vital departments within the city, including Parks and Recreation, Finance, Community Development, and the Convention & Visitors Bureau helping shape the future of Pearland. His extensive background and proven track record in municipal leadership made him an ideal candidate for this position. Prior to joining the City of Pearland, Victor held the distinguished position of the City of Baytown's first Chief Growth Officer, where he played a crucial role in driving the city's ambitious agenda for economic growth and managed complex relationships with businesses and partner agencies. During his tenure in Baytown, he also retained his responsibilities as the City's Director of Finance, showcasing his multifaceted capabilities. Victor also served as Chief Executive Officer (the UK equivalent of City Manager) for several local and municipal governments in the UK prior to moving to the United States in 2017. His experience in this role gave him valuable insights into effective governance and economic development. By profession, Victor worked as an accomplished accountant and was a member of the Chartered Institute of Public Finance & Accountancy (CIPFA), the leading body for practitioners specializing in public sector financial management. His contributions to fiscal stewardship in the UK public sector earned him the prestigious title of Fellow of CIPFA in 2016. Furthermore, Victor is an alumnus of Harvard's Kennedy School of Government Senior Executive Program for State and Local Government, a testament to his commitment to excellence in public administration. Additionally, Victor holds the credential of Credentialed Manager with the International City/County Management Association (ICMA), further solidifying his expertise and commitment to professional development in local government management. Victor is married to Jinna, a native of Lubbock, Texas, and a retired colonel who served for 30 years in the US Army Nurse Corps. Their son Alexander is a firefighter residing in Conroe, Texas, with his wife Elizabeth and their baby Callum. Beyond his professional and family life, Victor's true passion lies in drumming. He has a rich musical background, having played in marching bands, orchestras, jazz bands, and rock bands. Victor is also a fifth-generation traditional Ulster-Scots (Scotch-Irish) 'lambeg' drummer, showcasing his deep cultural connection and artistic talents.
