The CPA is open to all residents that live or work in the Pearland area. Applicants are subject to a basic background check to ensure the integrity of the program.
A minimum age requirement of 18-years is imposed, with the exception of a 17-year-old if attending with an immediate family member.

The purpose of the program is to allow citizens to meet the men and women who serve them, to educate citizens in the "how" and "why" of law enforcement, and to provide Police Officers the opportunity to meet and hear from the citizens they serve. The first Citizens Police Academy in Pearland was started in the spring of 1995. There are now over 600 graduates of the Pearland CPA program. The CPA curriculum has become a major focus of job responsibility for the Crime Prevention Officer. The academy is held each spring and fall and stretches for ten weeks of instruction in the various tasks associated with law enforcement.
