The Pearland Police Department has arrested and charged a local man with Sexual Assault of a Child.33-year-old Billy Palacio was booked into the Pearland jail on August 18 for the continued sexual assault of a very young female relative. Palacio actually helped with his own capture! However, it ultimately took someone realizing there was a problem, thinking quickly, standing up for the victim and turning him in. Palacio had made a recording on his cellphone of himself engaged in a sexual act with the minor female. At some point, another person in the home saw the video on his phone and sent the video to themselves for evidentiary purposes...They then called Pearland Police. Once Pearland Detectives conducted their initial investigation, they arrested Palacio and collected all of his electronic devices.
