Orange Street Service Center Renovation

The design for Phase 1A of the renovation of the Orange Street Service Center, which houses Public Works Administration, Fire Station 1 and the Parks Maintenance Division, is now 90 percent complete, with the design for Phase 1B following closely. The design contract for both facilities includes design development, construction documents, geotechnical investigation and bid phase and construction administration.
The $5 million project consists of the construction of a new 12,000 square foot Administration Building and new parking area to house approximately 50 staff including the Assistant City Manager, Public Works Administration and the Engineering and Projects Department. The Field Operations Support building with also be upgraded to this standard and will provide lunch room & kitchen, men’s and women’s locker facilities, restrooms and showers for approximately 100 employees.
In its current state, the Orange Street Service Center consists of multiple buildings that serve different purposes. The site was originally scheduled for renovation of the existing facilities, but this plan did not consider the growth of the Public Works Department or the relocation of the Engineering & Capital Projects Department to the facility. It was determined in early 2015 that it would be more cost efficient to demolish and construct a new building rather than renovate the existing structures.
Phase 1A includes renovation of the old Emergency Medical Services Building to serve as the new Field Operations Support (FOS) Building, plus adjacent parking and landscaping. Staff currently housed in the existing Administration Building will then be temporarily relocated to the FOS Building during the Phase 1B construction - the demolition and construction of the new two-story administration building with parking and landscaping. The Fire Station will be relocated to City-owned land at the northeast corner of McHard Road and Old Alvin Road over the next year.
Advertising and bidding for Phase 1A construction is expected to begin this December, with an award of a construction contract in February 2017. Construction of Phase 1A is expected to be complete in September 2017, with Phase 1B finishing in October 2018.
